'Potential' downgrade closer for Marvin Nichols Reservoir

September 26, 2002 -- Members of the North East Texas Regional Water Planning Group (NETRWPG) voted 22-1 to amend the language of the regional water plan during the Sept. 18 meeting in Gilmer. The proposed language would change the Marvin Nichol's Reservoir status from a "proposed" site to a "potential" site.

The proposal also includes recommendations for further study related to possible reservoir sites. Studies, according to the proposal, would address the effects of relevant site-specific topics such as mitigation, economics, property owners, taxing entities, future water needs of potential customers, the environments, agricultural and natural resources, and alternative viable water management strategies.

"These studies could take years to complete," NETRWPG Chair Tony Williams said.

With growing numbers, the opposition, including board members, of the reservoir are optimistic about the outcome of the amendment.

"We are very optimistic be-cause the amendment has been written and approved. Now we go through the stages to take it off," said Shirley Shumake, a Red River County landowner.

"I believe the people of East Texas will prevail," said Richard LeTourneau, who represents environmental interest on the board for Harrison County.

The amending process now enters the second phase - a public hearing. The hearing is scheduled for 2 p.m. Oct. 30 at the Upshur County Civic Center in Gilmer. The public may cite their opinions about the proposed reservoir at the hearing.

Even after the public hearing, individuals can still voice their comment for another 30 days by writing to NETRWPG c/o Northeast Texas Municipal Water District, PO Box 955, 4180 Highway 250, Hughes Springs, Texas 75656.

Meanwhile, the opposition stated they will continue their efforts for public awareness.

"We are telling our story," said Bogata native Lindy Guest. "This is a fight and we are encouraging people to get out and vote."
